Organizaţia pentru Securitate şi Cooperare în Europa (OSCE) a lansat o licitaţie pentru achiziţionarea de servicii de training în Leadership/Management. Licitaţia fiind internaţională iar limba de derulare a cursurilor fiind engleza, poate fi o oportunitate bună şi pentru firmele de profil din România.

Am copiat mai jos textul cerinţelor OSCE, în limba engleză. TERMS OF REFERENCE

The OSCE Secretariat Training Section, Department of Human Resources, is seeking a qualified company or consultant for the provision of Leadership / Management training for senior management (Directors and Heads of Mission/Institutions) in the OSCE.

Location and Time Frame

Vienna and/or OSCE field operations, to be decided

September – December 2008

Target Group:

  1. Heads of Mission, Institutions and Directors
  2. Deputy Heads of Mission, Institutions and Directors

Duration of Training:

No restriction in the proposal. It is envisaged to have group training with the possibility of individual coaching as follow up. The costs of group training and post-training coaching should be given separately.


Tasks and Responsibilities

The consultant/expert will work under the general supervision of the OSCE Training Co-ordinator, and will be tasked with:

1. Liaising with the OSCE Training Co-ordinator to tailor a leadership / management training programme to meet the needs of OSCE senior management.

2. Designing an interactive training programme on leadership and management, including both theoretical and practical components as well as self-assessment tools, and taking into account the specific OSCE environment as it relates to a multi-cultural workforce.

3. Preparing a package of reading materials on leadership and management, including up to date material on existing theory and practice.

4. Delivering the training on leadership and management.

5. Evaluating and reporting on the training programme in accordance with an OSCE template and identifying any outstanding training needs.

Necessary Qualifications

- Advanced University degree in management, psychology, social sciences, education or related field

- Minimum of 10 years experience working in the field of leadership and management, including training on leadership and management

- Good knowledge of adult learning principles and training techniques

- Experience working in international organizations

- Flexibility and ability to meet deadlines

- Computer literacy (especially programs necessary to deliver presentations)


Requirements:

Please provide a proposal with a draft training programme on leadership and management for OSCE senior management which includes the following:

a. Methods of needs assessment

b. Learning objectives

c. Training methodology

d. Draft agenda

e. Methods of follow up and evaluation


What the training should achieve

Through this training programme we want to promote a unified approach to leadership / management within the Organization and ensure a common high standard of managerial skills. Such a training would allow for the following:

§ Opportunity for self-reflection among management of their strengths and weaknesses

§ Reflection on managerial performance through the use of relevant feedback tool(s)

§ A common understanding of managerial competencies, managerial expectations and monitoring of managerial performance

§ A common approach to common managerial issues such as managing and motivating teams, handling conflict, engaging in strategic analysis, while at the same time looking at cross-cutting issues such as gender sensitivity, and cultural diversity.

§ On-going knowledge and skill development in line with Organizational policies and priorities.

What the training should cover:

1. Identify and (self) assess key managerial competencies

2. Understand the difference between management and leadership

3. Understand personal managerial / leadership styles

4. Understand the role of coaching and motivation in managing a team

5. Understand how to give feedback, have difficult conversations, get a message across effectively and influence others

6. Understand how gender sensitivity and respect for cultural diversity are key cross-cutting issues that relate to each managerial competency.

Please take into account the following:

  • The OSCE is comprised of staff from diverse cultural backgrounds
  • Staff will have varying degrees of prior experience in leadership and management training
  • The following are considered some of the main leadership competencies which should be address in the training: Decision making, planning, supervision of staff, problem solving mentoring, effective communication, gender sensitivity, motivating others, handling conflict, managing diversity, strategic analysis and ender mainstreaming.
